James F. Clayborne, Jr. is a respected attorney, former legislative leader, and trusted government affairs strategist whose career has been defined by leadership, service, and results. As founder and owner of Clayborne Law, PLLC, he advises businesses, organizations, public entities, and governmental clients on legislative strategy, regulatory matters, complex litigation including national class action, multi-district litigation, and anti-trust matters involving state governments throughout the United States. With a reputation built on experience, credibility, and proven advocacy, Clayborne Law delivers strategic solutions that help clients navigate challenges, shape policy, and seize opportunities in an increasingly complex legal and regulatory environment.
Mr. Clayborne's practice is centered on governmental affairs, public policy, strategic consulting, and complex legal matters. Drawing on decades of experience in both the public and private sectors, he counsels clients on legislative and regulatory issues, government relations, economic development initiatives, and high-stakes business transactions.
In addition to his governmental affairs and transactional practice, Mr. Clayborne has significant experience in complex litigation at the state and national levels. He represents governmental entities and other clients in class action, multidistrict (MDL), antitrust, consumer protection, and other large-scale litigation matters. His work includes collaborating with attorneys general, state agencies, and co-counsel across the country in cases involving significant public interests, complex legal issues, and substantial economic impact.
A respected leader in Illinois government, Mr. Clayborne served more than twenty years in the Illinois Senate representing the 57th District, including nine years as Senate Majority Leader. During his legislative career, he played a pivotal role in shaping public policy, advancing economic development initiatives, and creating opportunities for businesses and communities throughout Illinois. His deep understanding of the legislative process, state government operations, and public-sector decision-making provides clients with unique insight and strategic guidance when engaging with government officials and navigating complex regulatory environments.

Beyond his professional accomplishments, Mr. Clayborne has maintained a longstanding commitment to civic leadership and community service. He serves on the boards of numerous organizations, including St. Louis Children's Hospital, the Tennessee State University Foundation, the Michael Matters Foundation, and the Kerengende Foundation, which supports families affected by trauma. His leadership and service have been recognized through numerous honors, including the Minority Impact Award from the Chicago Minority Supplier Development Council, the Women Contractors Association Legislator of the Year Award, and the HAICIA Legislator of the Year Award.
